Customs Clearance Data
Customs clearance data
Quick Summary: Keep each product's HS code, origin, customs description and declared value accurate. International documents and US manifests use these values.
Overview
Customs documents use an item's description, declared value, Harmonized Code and country of origin. The shipping address supplies the destination.
US-bound shipments can also use CPSC product data and manifest values prepared by FedEx. You do not enter manifest fields on an order.
Quick start
- Open Inventory → Products.
- Open a product, or choose + → Add Product.
- Check its customs fields in the table below.
- Click Save if you change a value.
- Review the order line and destination state before approval.
Product customs fields
| Field | What to provide |
|---|---|
| Harmonized Code | A valid code for the item and destination. Enter digits only in an allowed length |
| Accepted length | 6, 8, 10 or 12 digits |
| Customs Description | A short, clear English description of the item |
| Country of Manufacture | The country where the item was manufactured |
| Customs Value (USD) | The declared value of one unit |
| CPSC Filing Method | Leave Not configured unless the product needs US Consumer Product Safety Commission eFiling data |
Use the Harmonized Code field to enter a valid code, or select one from the suggested code list. An unavailable code is rejected. A deprecated code is rejected when you create a product.
For CPSC eFiling, select Reference or Disclaimer and complete the fields shown. Most imported, regulated consumer products require eFiling; see CPSC guidance. Saving product fields does not file a certificate with CPSC or CBP.
If an item needs different codes by destination, use Multi Country HS Code. See Products for the product fields and CPSC filing options.
If Save is unavailable, your account cannot edit products. Contact your Account Manager.
Order lines and destination
An order line keeps its own copy of the customs description, value, HS code and country of origin. A saved SKU receives these values when it is added to the order.
For an editable temporary SKU, complete the customs fields on the order line. Stock lines take classification and origin from the saved product.
Changing a product does not update the HS code, origin, description or value saved on an existing order line. If the line is still editable, correct it before approval. Otherwise, contact your Account Manager.
Destination state codes
Use a recognized US state name or its two-letter code on the shipping address. Recognized full names are converted to the standard two-letter code in US manifest data.
An unsupported value can leave the destination state blank and may prevent manifest acceptance. Correct the address before asking for a retry.
How customs data is used
The selected manifest format determines which order or line values it uses. These values populate documents and manifest columns; they do not prove an accepted customs entry or regulatory filing.
| Filing value | Source |
|---|---|
| Item description | The order line's Description or Customs Description, depending on format |
| Declared value | The order or order-line Customs Value, depending on format |
| Classification | The order line's Harmonized Code; summary formats may use one line |
| Country of origin | The order line's Country of Manufacture, with manifest-specific rules applied |
| Product part number | The order line's SKU, when the format includes it |
| CPSC data | The configured CPSC fields on the product, with order-line overrides where available |
| Destination state | The shipping address state |
The shipment record supplies routing, carrier, flight and date fields used by the selected manifest format. For formats that require an export date, FedEx uses the flight date when available and the arrival date otherwise.
The PGA indicator
PGA means Partner Government Agency, a U.S. agency working with CBP on import requirements. Some US manifest files include a PGA disclaimer flag based on the item's HS code and customs reference data.
FedEx prepares this manifest column; it is not a filed PGA Message Set. The flag is not editable on the order. Keep the HS code and any applicable CPSC data accurate.
Troubleshooting
| Issue | Cause | Solution |
|---|---|---|
| A Harmonized Code length is rejected | The value does not use an accepted length | Use 6, 8, 10 or 12 digits |
| The code is not identified or is deprecated | The value is not in the available code list or has been retired | Select a current code from the suggestions, then save the product |
| A Customs Description or Customs Value is required | A manual SKU or an existing order line is missing customs data | Complete the field on the product or editable order line |
| A CPSC field is rejected | Reference and Disclaimer data were mixed, or a required field is blank | Configure one method and complete every field it shows |
| A destination state is missing | The address state is unrecognized or not a two-letter code | Enter the standard US state name or two-letter code |
| A saved order line shows old customs data | Product changes apply to newly added lines, not saved lines | Correct the order line if editable, or contact your Account Manager |
For a customs hold or a manifest error, send your Account Manager the order number and the message shown in the portal.
FAQ
Does changing a product update existing order lines? No. The saved HS code, origin, description and value stay with the line. Correct the line or ask your Account Manager for help.
Can I edit a customs value after approval? It depends on the order state and courier rules. If the field is locked, contact your Account Manager.
Where do I set the PGA indicator? You do not. FedEx prepares it from the line's HS code and its customs reference data.
Can a Reference PGA Message Set be attached to a CBP manifest? No. A Reference PGA Message Set requires an entry. Exported manifest columns cannot carry it, and saving product fields does not file a certificate.
